An Overview of the SBIR and STTR Programs

The Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs are pivotal initiatives designed to foster innovation and research within the United States. These programs enable small businesses to engage in federal research and development (R&D) with significant potential for commercialization, thereby stimulating high-tech innovation and meeting critical national R&D needs.




The SBIR program encourages domestic small businesses to participate in federal R&D with the goal of commercializing their innovations. By involving qualified small businesses in the nation's R&D efforts, the SBIR program stimulates technological advancement and fosters an entrepreneurial spirit.


The STTR program also promotes innovation but emphasizes collaboration between small businesses and nonprofit research institutions. This program requires a formal partnership between the small business and a research institution in both Phase I and Phase II. The STTR program aims to bridge the gap between basic scientific research and the commercialization of resulting innovations.


The primary mission of the SBIR/STTR programs is to support scientific excellence and technological innovation through the investment of federal research funds. These programs aim to:

  1. Stimulate technological innovation.

  2. Meet federal research and development needs.

  3. Encourage participation in innovation by women and socially or economically disadvantaged individuals.

  4. Increase private-sector commercialization of innovations derived from federal R&D funding.

Additionally, the STTR program specifically aims to foster technology transfer through cooperative R&D between small businesses and research institutions.



For Small Businesses:

  • Must be organized for profit and located in the United States.

  • More than 50% owned by U.S. citizens or permanent resident aliens, or other small business concerns.

  • Must have no more than 500 employees.



For Research Institutions (STTR only):

  • Must be located in the U.S.

  • Must be a nonprofit college or university, a domestic nonprofit research organization, or a federally funded R&D center (FFRDC).



Phase I:

  • Objective: Establish the technical merit, feasibility, and commercial potential of the proposed R&D efforts.

  • Award Amount: Generally $50,000 - $250,000 for 6 months (SBIR) or 1 year (STTR).



Phase II:

  • Objective: Continue the R&D efforts initiated in Phase I based on the results achieved.

  • Award Amount: Generally up to $750,000 for 2 years.

  • Note: Only Phase I awardees are eligible for Phase II.


Phase III:

  • Objective: Pursue commercialization of the results from Phase I and II.

  • Note: Phase III does not receive SBIR/STTR funding; it may involve follow-on contracts for products or services intended for government use.


The maximum dollar amounts for SBIR and STTR awards are adjusted annually for inflation. As of October 2023, Phase I awards can go up to $306,872 and Phase II awards up to $2,045,816 without requiring a waiver. Agencies may exceed these caps with SBA approval.


Federal agencies with substantial extramural R&D budgets participate in these programs. Eleven agencies participate in SBIR, and five also participate in STTR. Each agency manages its own program and allocates funding based on competitive proposal evaluations.
